On 23/11/2017 in Hanoi, the Vietnam Textile and Apparel Association (VITAS) held a conference "Dialogue with Textile Enterprises on Mechanisms and Policies". The conference attracted a large number of domestic textile and garment enterprises and foreign-invested enterprises together with representatives of concerned ministries and branches.

At the conference, difficulties and problems of DMVN enterprises in production and business were raised, including 12 major issues, including: planning and licensing of big textile and garment zones in three regions; Plan to put PVTEX Dinh Vu factory into production soon; Amending Circular No. 49/2015 / TT-BCT on the regulation on the manufacture or processing of military equipment and uniforms for foreign countries; The Ministry of Information and Communications soon advises the Government to amend Decree 60/2014 / ND-CP regulating the licensing of import of printers on textile products; The Ministry of Finance shall study to make enterprises use domestic fabrics to produce export goods without paying VAT (VAT); The Ministry of Finance and the General Department of Customs shall study the regulations and provide detailed guidance on allowing raw materials and auxiliary materials for processing at other production establishments to be exempt from import tax; The State does not increase the annual minimum salary, but every two to three years increases once or according to the principle when the CPI increases by 10% or more to adjust once; Policies under the Labor Code in 2012 should be revised as soon as the provisions on overtime, severance pay; Modifying the shortcomings in the Law on Social Insurance during the period of enjoying the maximum pension rate for men and women, unemployment benefits; MARD to study amendment of Circular 25/2016 / TT-BNNPTNT on animal quarantine; HCMC People's Committee Hai Phong needs to re-calculate the seaport charges; The State supports the training of human resources, especially in the field of information technology, network security, the upstream production of textiles.

Representatives of relevant ministries, departments and sectors have received feedback from the garment enterprises on the difficulties and requirements of enterprises and VITAS - representatives of enterprises continue to send written proposals to amend the mechanism , policy submitted to the Government for consideration. Remarkably, the Ministry of Information and Communications said that the ministry has submitted to the Government a proposal to amend Decree 60/2014 / ND-CP regulating the license to import printers on products. textiles, and may in December 2017, the revised Decree will be issued, removing difficulties for textile enterprises.

However, in addition to Decree 60/2014 / ND-CP on printers, which can be amended in accordance with the recommendations of the enterprise in December 2017, most of the above issues remain unknown. now will be uninstalled. Meanwhile, the market changes day by day, the fact that some of the mechanisms and policies that cause difficulties for enterprises if they change slowly will cause great damage to garment enterprises and even lose a lot of muscle. quarterly meeting.
