Textile and garment enterprises are moving to apply garment standards
The Ministry of Industry and Trade has issued Circular No. 07/2018 / TT-BCT amending Circular 21/2017 / TT- BCT, the text of the national technical regulation on the limits of formaldehyde content and aromatic acetate metabolites from azo dyes in textile products. Accordingly, the effective date of the regulation will be shifted from 1-5-2018 as the old rule to 1-1-2019.
The removal of the time limit for the formaldehyde and aromatic amine conversion of azo dyes in textile products (referred to as QCVN 01 2017) can be considered as the "89th equalizer" for garment enterprises. Because, as the representative of the Vietnam Textile and Apparel Association recently said, it is about to come to the point of application of 1-5 that many manufacturers are still very vague, even do not know about norms. The risk of goods not meeting market conditions and confiscated by the functional forces is no less.
In a related development, the Ministry of Industry and Trade has appointed seven textile product quality certification organizations, including Quatest 3 Technical Center for Quality Measurement in Ho Chi Minh City; Textile Institute (there are two establishments in Hanoi and Ho Chi Minh City); Branch of Vinacontrol Group Joint Stock Company in Hanoi; Hai Phong; Vinacontrol Inspection Company Ho Chi Minh City; IQC Certification and Inspection Joint Stock Company; Intertek Vietnam Co., Ltd. (in Hanoi and Ho Chi Minh City) and an inspection organization named FCC Inspection and Disinfecting Joint Stock Company (Ho Chi Minh City).
QCVN 01 2017 stipulates that enterprises producing, importing and trading before selling goods to the domestic market must announce the conformity of the product with the regulation conformity stamp (CR).
This regulatory body must demonstrate that the product has a formaldehyde content limit of less than 30 mg / kg (for children under 3 years of age); 75mg / kg (for skin-to-skin contact) and 300mg / kg (for non-skinned textiles). Besides, the aromatic amino acid content of Azo dye does not exceed 30 mg / kg.
